The idea of establishing the Independence Foundation came in May 1987 from an inhabitant of the place Sulejówek, attorney dr. Tomasz Opalski. He presented the concept concerning the Foundation's goals and ways of functioning together with the declaration concerning the intention of setting the Foundation named POLONIA RESTITUTA and a project of the statute. The presentation was held in public in Sulejówek in November 1988 during the celebration of the 70th anniversary of regaining the independence by Poland. As a result of the Initiator's appeal two other inhabitants from Sulejówek joined to the concept of establishing that Foundation. It was Andrzej Staszewski (MA) and Bogusław Bobrowiecki (MA). Sulejówek was set as the Foundation's seat as it is a place with independence tradition. Many famous politicians were related to Sulejówek e.g. Józef Piłsudski, Ignacy Jan Paderewski, Maciej Rataj, Jędrzej Moraczewski and also - later on Stanisław Grabski.
The Foundation POLONIA RESTITUTA was found on 14 January 1989, before adopting the Act of 15 February 1989 about setting the National Independence Day (Act 6 (34)). The Foundation and its Status were accepted in accordance with previous requirements by the then Minister of Culture and Arts and by the Minister of Finance on 28 April 1989. The Foundation was signed in to the Foundation Register on 20 September 1989 under the number RF 211.
